Are you 100% sure on the tribbles? I took me a while to realize it myself but when you click on the personnel tab there are now several sub-tabs along the top called "Bridge Officers", "Combat Companions" etc. There should be a "Tribbles" tab in the top right. Do you have that tab?

Started working for me last night also. After the fix was implemented and it still was not working I tried various options. It seems like reselecting "on-demand patching" option got it working for me. I tested unchecking that option again and it gives me the infinite patching again. Rechecking that checkbox lets me in…

Had same issue. Completed the two easy missions and collected two requisition packs. Opened first and got armoired EVA suit. Opened 2nd and nothing happened. Edit: Sorry saw the link to the release notes after posting and realized it is already documented as a known issue.
