Getting this same problem, if it helps in comparison to a normal Arc Account my Cryptic-linked one is the one that constantly gets this issue where as the Arc account has yet to run into it.

We won't miss much, the "Complete Episodes" and things like that you can do for well above the time-period of the entire event (2 months) and you can get to the Solanae episodes and onward upon reaching 50 without doing Cold Storage, so it doesn't stop gameplay or make you miss anything, just makes us need to wait longer…

As far as I am aware this won't be fixed until at least the next hot-fix, on a side note it is trying to spawn him it appears but after the beam down noise you can see the effect of someone beaming in, but no NPC appears.
