Thie work around was posted here http://sto-forum.perfectworld.com/showthread.php?t=1412041 Roms need to complete the rom series mission "Bigger Picture" then they can do the featured episode. Wierd and annoying but can be worked around.

Resolution to the bug (or just missing/wrong info, however you want to look at it) I could not hail this mission before (see post 10) however after completing the Romulan mission "Bigger Picture" the previously greyed out hail button for the featured episode now lights up, and the mission gets added to the in progress list…

My Romulan/KDF character cannot take the mission, on the episodes tab the hail button is greyed out. The "picture" hail and transwarp options both work, but clicking hail progresses through 2 screens but does not add the mission to the "In progress" list. I can train my tac/intel boff from the delta rising boff pack in new intel skills no problem but I cant train in any tac skills. The window comes up, hit ok and nothing happens, I still have all expertise and the skill book. Given that I'm using the Matha raptor which has tac only seats this is very irritating. I've tried…

edited for correct thread content My Kobali command/engineer from the anniversary mission can be trained in any skill but the default skill can't be changed on the skills tab and the active skill on the stations->change abilities ticked tab does not function for this boff.
