I did that at least at least four or five times the first time through, and twice so far on this toon. I've also completely uninstalled and re installed the game. I just don't understand why I have so few problems with the other two toons, I have them both higher than this one and the only issues they've hit is that…

I actually did a complete uninstall and re install of the whole game. Figured that'd force an update on everything.

Logging out after you make a change does seem to help somewhat - it seems to reduce the odds of it happening. But it's not 100%. I'm thinking maybe you have to stay logged out for a certain amount of time. Which is still annoying -but not as bad as trying to go into battle sans weapons, shields, or engines.

Does anyone know when, exactly, is that update supposed to happen? The note I'm seeing at the top of my ARC screen says "6AM to 10AM", but STO is down for me right now. I was wondering if they meant "PM". I'd like to know if there's a chance of getting back to the game tonight before I waste anymore time trying. :)
