Might I suggest you provide a screenshot of the bugged deflector in this thread. Will help the devs look into the issue if there is one. Also means other players might be able to help you to explain what the issue might be. Also, if it is a bug, might allow us to try our own deflectors to see if we can replicate the issue.

Known issue, devs are aware, fix incoming Resolution on the Kit Modules: They will no longer be Bind on Pickup, and existing versions will have their "bound" status reversed. No, internally means Cryptic's own dev servers, not the player ones (which are called 'Holodeck').

It's not a bug. They re-enabled the speed boost last winter event as well (about 1 - 1 1/2 weeks after the event started) and the devs stated it wasn't a bug. Plus, not having the charm doesn't mean you don't get rewards or are locked out of rewards from the Fast & Flurrious race.
