It's not a bug. They re-enabled the speed boost last winter event as well (about 1 - 1 1/2 weeks after the event started) and the devs stated it wasn't a bug. Plus, not having the charm doesn't mean you don't get rewards or are locked out of rewards from the Fast & Flurrious race.

This one used to be Azure Nebula. However, since it glitched out so often the devs just decided to remove it and leave one cycle without a universal. Apparently, the remodel is the same length as the original Typhoon. Which herself was roughly 800 meters long. So, if true, she is about 200 meters shorter than the odysseys and about 100 meters or so longer than a sovy.
