I would also like to add that I experience the "can't get out of cloak bug" on all of my ships with cloaks across all 3 factions, not just Romulan ships. Doesn't happen all the time, but it's very frustrating when it does.

Mission bug: The mission "Web Access" cannot be completed. There is supposed to be a Romulan civilian NPC next to the transporter in Paehhos Crater that gives a mission called "Overgrown Caves" that grants you access to the area needed to complete "Web Access" according to support (reference ticket number 161028-000427).…
