I have had this same issue with 3 of my toons, I haven't really tried on any of my others. Same issue though and started at the same time when new EXP came out.

If memory serves me right, I think I was standing just a few feet from a transporter pad when I respawned back to New Romulus from the STF. No rocks come to mind. Sorry wish i could say which pad.
