Scratch that - a friend with a much higher-level character tried the same and got nowhere - it seems like Diplomacy is available on consoles yet.

Well, hell, I don't even seem to be able to trigger the Celes mission. I've only just started playing XBox One and have just made it to Lvl 5. Is there a minimum rank/level requirement or something?!
