If there are no fleet endeavors why is/was that universal endeavor only accessible to fleet members? So the rationale for being able to do that endeavor is that one is REQUIRED to be in a fleet, while nowhere does it say/is that it is a fleet endeavor and that therefore no pilots are excluded from completing that endeavor.
