I think the reason the coat, and similar other costumes, have not been available is specifically because they don't and/or can't support the full range of animation available to players, so would look extremely bad on a player. NPCs, with their more restricted range of actions and animations, would not make this noticeable.

I would imagine baldness goes uncured because there isn't a universal desire to do so. I know if a free, completely safe, and side-effect-free cure for baldness was available, I would still decline it. My baldness is an essential part of my manly essence and I have no desire to change it.

Heh, the only use for a non-battle cloak is skulking about in Kerrat. Once. Even battlecloaks are often forgettable features by even Romulans when it comes to PvE content. There's just absolutely no call for the ability to remain unseen in PvE, especially when some loudmouth Boff will decloak you anyway.

But I LIKE leaving tons of unresolved, non-relevant injuries, like all those torpedo system damages on my beamboat, just to clog up my buff list and confuse my enemies in PvP. They don't harm my ship, why should I pay to fix them?
