Same here. My KDF-aligned Romulan Engineer (lvl 45) is also unable to retrain BOFFs at the BOFF Trainer or train BOFFs herself. Nope. Always used the advanced customizable options but I got now some Tal Shiar options but just and only for the lower body.

Completing "An Inside Job" I was given the chip but not the Tal Shiar uniform and now I can't get any Tal Shiar clothing. And, except for the rank insignia, I don't get any more clothing variations with rank promotions. I have a KDF-aligned subcommander (lvl 21). Am I missing something ?
