Not yet, after the patch. 1400 - 1600 UTC, or 3am - 5am GMT. So, the servers will go down for maintenance in about 40 minutes, then come back 2 hours later. EDIT: Whoops, sorry, nope. My world got flipped turned upside down. It's 3pm - 5pm GMT. So, 2 hours from this post. Or 6am on these forums time.

Another maintenance patch scheduled for 0700 - 0900 UTC. With any luck *this* one will fix the bug.

Nope just tried it, the maintenance patch didn't fix Rinna. Still fubar'd.

Let's hope the Rhinna bug gets fixed in this latest maintenance. I can't see any mention of it in the patch notes, but we can still hope.

Well I'm thinking, if I can make another free account, log into that on another PC, make a Romulan, get a ship then fly direct to Nimbus 3. Could I then add them to my party on my main and have them help me pass this mission, just leave them in the elevator while I clear out the area, then run them to the part to speak to…

Does anyone know if the Romulan you get to help you has to be a certain level, or have a certain bridge officer, before they can help you get through this mission? Or can they be any level?

Same problem here, submitted a ticket to a GM yesterday, still waiting for a reply. Only solution I can think of so far is if you don't want to wait till it's fixed, go into "Hail Starfleet" next to your mini-map, go to the "Episodes" tab, then"Wasteland", then scroll down to "Installation 18" and skip it.
