I also got this error message when I started up the game. I'm able to play fine, but something about the lighting seems off. Would make sense since it's a shader error.
Well unfortunately there's not another patch between now and DR launching. But with any luck there will be a patch for this in the DR launch update itself.
I have also encountered this on one of my Romulan characters. Same issue, the character has an old outfit on the Character Select screen and in cutscenes. Edit: This only seems to be happening on the Romulan character that I recently created. The one that I made back at the LoR launch has their outfit update normally.
I can also confirm this, and I've seen it reported on several other threads as well. But more chatter about it is always good. With the last patch a lot of equipment was restored, such as the Omega set and others. So hopefully, the upcoming patch will have more fixes.
I am having a similar issue. On launch, I get a 3700sih KB patch, which stops after a few seconds. After closing STO, the launcher restarts and starts downloading a 3700ish MB patch. Neither seem to be having any effect in-game however.
Something of note: as of 10/2 the bugged Prefire Chamber consoles cannot be placed on the exchange. (They could be before.) So if that was something done intentionally, hopefully that means they're aware of the bug.
Based on the chatter here this is a well known bug (but they haven't said anything about it in the release notes, on the other hand) and it still exists after this most recent patch.
