Yep, same issue. It also blocks the Dyson Sphere missions as you need to be able to go into the ruins for the first mission.

I'm on the Xbox and having the same issue. The activation doesn't show up in the LB wheel. I tried going outside and activating it and coming back in but it deactivated again. I see comments going back to 2015 WTF!! can't these idiots fix a simple bug in that many years?!
