just upgrade the fed's cloaking console to be similar to the battle cloak but give it a movement & sensor debuff or something (because the federation hasn't perfected the tech yet) and keep it as a console that you can only equip on certain ships. just let us choose from a handfull of colours, red, blue, green, yellow, purple, orange, white etc. It annoys me that my Orion dip. boff uses the KDF effect when everyone else uses the fed one
