I opened a support ticket and told them specifically this is console/PS4, then they told me to make an in-game bug report which we can't do, so then they told me to post here... so I did lol

Ya this does suck. I've tried about everything here. In the inventory we press box on an item to move it, and triangle to unstack stuff. but we can't "move" tech upgrades out of the inventory. upgrades should just automatically go to the R&D tab no matter how they're obtained either buying them or moving from account bank.

We'd press X on the item in the inventory and select "Use" from the menu, except I don't think "Use" comes up on console, just "more details" and "destroy" I can't remember now, but I tried everything mentioned here to no avail, and I'm pretty sure trying to use it also came ot mind. I'll check again later today though.

YES!!!!! That was it. I remember now, I felt shafted because after buying 1, I realized they were consumed on use, and I didn't want to spend "real money" on consumables like that. But I ended up buying a second one anyway. I'm both happy and disappointed now lol. but mystery solved none-the-less.

We don't have diplomacy missions yet. Any mission that has diplomatic options has the diplomatic option greyed out. I know they're in the dil store, but they only have a 10 pack for 35,000 dil..... Maybe I did buy them with dil, but I only bought 2 individually, not the 10 pack..... but I don't know where I bought them. I want to use them for Tour The Galaxy to get from the alpha to the beta quadrant. otherwise I can only transwarp to Sol

I found out after posting this that I had actually already completed What Lies Beneath, but for some reason or other after the update it became active again.
