Don't give up. I know you said you're not tech savvy, but maybe you have a friend who is? Ask them to do a Windows rollback from a local backup point (they are usually created automatically with each Windows update). Or maybe try to google it? I face a launcher crash every couple of STO/Cryptic updates. I try everything…
I had a similar issue with the lvl 50 reward. It disappeared from the list for one of my characters and did not show up again. This event is super buggy. The rewards don't work, the ship is not reclaimable, the missions are apparently bugged too. Awesome.
So I've got a response from the support team. The response is basically: we can roll back your character, which means you will lose everything else just to have this 1 ship back, instead just enabling you to reclaim it. Oh well... Don't be a dumbass like me, I guess.

I know that. What I meant was that I was too distracted and am stupid enough to name my ships in a very similar fashion. It should be still possible to reclaim it, but it's not.
If you haven't already: try wiping it from your drive, including registry and related software. Or try running it from Epic, after you uninstall it via Steam? Dunno, I'm not a tech guy, sorry.
It's a general issue. Restarting your career won't change it - no matter which faction you choose. I play as a Romulan and can't complete this mission too.
