You're not mindfarting, the UTC times are stated incorrectly. Where it says 02:00, it should have been 14:00. UTC times for patches are consistently incorrect in that regard.
GMT is Greenwich Mean Time, used in the UK during winter. It always equates to UTC 0, Zulu Time, whatever you like. We are presently observing BST in the UK, which is GMT+1, UTC+1, Alpha time, whatever. Though you are correct that the quoted UTC time should be 1900 local.
Somebody may have neglected to perform their UTC offset calculations properly, and given us the wrong time in UTC. It should be 1900. http://www.timeanddate.com/worldclock/city.html?n=137
Tested with available browers, works fine for me in Firefox 16.0.1 on windows. IE 10 for Win 8 fails to load anything but the background unless you view the website in compatibility mode, at which point the login screen appears. I have so far been unable to actually log in using the browser in either app or dekstop mode.…
