Same issue. My Captain is a Starfleet-aligned Romulan. I have 5 upgraded Boffs. When I open a new trait box, it either goes straight to my Captain with no prompt, or gives me an error saying I already have it. It doesn't give me the option to choose a Boff to apply it to.

Alright, but whichever upgrade it is, they're still missing. I'm moving this to a new thread, as required by support.
