• For me, the culprit was the Alienware FX Monitor Control, uninstalling it let STO function normally. Now the in-game browser doesn't work, but whatever.

• Nope. NVS's are literally designed to make slide shows look good, so unless you really like slide shows... (I am being completely serious. NVS's are designed for business laptops, for presentation type things like powerpoint. They are atrocious at doing any decent 3D)
