Check the number of Superior traits. Some BOffs are considered 'Very Rare'/Purple if they have one Superior trait and 'Efficient'. It's dumber than that. After the fix to allow KDF boffs like letheans to train KDF aligned ROM boffs... it's random. I log in, double-click on the lethean boff and SOMETIMES I get the option to 'Train Up'. Try logging off/on a few times. Don't know why but it eventually works for me. Lots of us 'lost' a costume slot (Tal Shiar costume unusable but can't be deleted/etc)... it was broken post-LOR after one update. The Dept Heads/etc, just ignore it. It does nothing since it was introduced last year. I guess we need to wait till they make it useful.

Essentially, that ship is a B'Rel BOP. So google for the torpedo boat / B'Rel. You already have most of the gear for that build so it won't cost you much. STOWiki has a pretty 'standard' setup that translates easily to the T'Varo. In addition, you have that Destabilised Plasma Torp.
