This mission can be completed if you team up with a Romulan Captain that's aligned with your faction. I spent a good 30-40 minutes helping people complete this mission with my level 50 Fed-Romulan character today, asking only that one of them do the same for me in return. Until Cryptic can get around to fixing this…

Getting the same error here. Playing on a level 26 Tactical Officer Liberated Borg Human. Federation, of course. She just won't beam up. She isn't even doing the arm animation thingy, she's just standing in an awkward position holding her arm as if it's hurt. God damnit.
