Can confirm that colonists and prisoners can't be donated. I do hope it isn't intentional, as donation to projects is one of the few uses they actually have.
Update: the project has been fixed to exclude non-civilian duty officer, but does not appear to accept Colonists or Prisoners as was the case before this update to the doff donation system.

I've encountered similar issues on ground maps with misplaced or nonexistent level geometry. The Dyson Command has the center area's floor plating now hanging above where it should be and several objects in Midnight are missing, including the Iconian Gateway.
