i know that i am intelligent enough and i have a good IQ.. but i can't learn this times table, what hour is here and what hour is in the states. And is not enough that you have - and + in your time zone! also you have your country swept in zones EST, CENTRAL... ETC..

I dont think I can make this week. I have a load of homework to finish up, and I have a Geography competition tomorrow for most of the day. So that leaves, really, Sunday for me to finish my work. Might be able to get what I need to finished tomorrow, butdon't hold me to bein' there.

If I've understood time changes correctly, we'll be back at 2 PM EDT, from now until the next time change hopefully, due to time changes in Europe this weekend.
I'm going to go ahead and remove the DST times because of this since we should be back on similar times.

so it is 8.21 am.. and in Italy is 17.21 this makes + 9 hours for me

The level is decided at the time depending on who shows up. Either LtC/Commander level gear and ships or maximum level.
