Stopped getting XP at RA Upper Half 6

I Stopped getting XP at RA Upper Half 6, and when I try to search for a solution on the forums, it says I imputed too few words.

Whether explorer missions, or cleaning up the Undine thread of quests, I am no longer gaining XP. In a related bug, I have an incompletable mission to talk to the Chief Medical Officer in "A Difficulty Decision."

    RA UH 6 is the same skill point total as Vice Admiral 1 -- the current level cap in the game. Spend your remaining skill points (or respec, if you need to) and when they're all spent you'll get the promotion to VA 1.

    Thanks. I did to a respec, and spent every point I could. I visited Admiral Quinn, and he had nothing to say. I am more than a bit confused here.

    Check to see if the skill points spent matches the skill points neccessary to spend. If you hove over the XP bar at the top of your screen, it will automatically tell you how many skill points you need to spend.

    when you respec, leave some tier one skills until the end, many players run into problems when they can't spend all the points: you won't be promoted until you spend every one of them. It can take some working but it shouldn't be too much of a hassle

    It says I have reached maximum rank and grade.
