Unable to change uniform

I have a bug on my Engineer where it won't let me change uniforms. When I try it tells me "You are already wearing my only uniform." He has 3 uniform slots and I have made costumes for all 3. This seems to be a new bug as I didn't have it yesterday.

Any input on this bug would be great.
