I have software that can do this on a still image. I think it would be possible to composite the resulting video with a second video showing characters who are not talking doing emotes.
You should be able to use that to composite lipsynced animations with animated characters although that wouldn't allow for someone to move while talking. Obviously, green screen tech and Adobe Premiere would open up more but most of us probably have Windows Movie Maker.
True, but then you're forced into static camera views for the duration of the effect. But it's a good start.

Actually, my point is that you can theoretically have one character static and talking and another moving with WMM and with more advanced software, you can have more complex composites.
If you REALLY want talking and moving at once with low-fi software, there's a trick I've been using since I first made an animated gif of Kirk vs. Picard in the mid-90s but it's obnoxious.
What you do is create an animated image of your character moving, frame by frame. Then you apply the talking animation, TO EACH FRAME, and manually composite the images.
i see a mini-series in your future OP. Very funny and very true. I used to do machinima for SWG, a little for WoW and even if you can believe it Battlefield-Desert Combat and ArmA2. Was alot of fun. Good work orion.
Alright I've been playing with the /demorecord feature (talked about in this thread) and finally came up with a little 2-minute-long video. It's my first attempt at machinima in any game, and there are some things I'd do differently next time, but overall I'm pretty happy with it.
DISCLAIMER: The video is "poking fun" not "mocking" - there's a difference.
