Fed Klingon Tac officer bug

I had a mission mesaage show up after I had spent some skill points on my Lt Cmdr. I was told to pick up a new Federation Klingon male Tactical officer at the BO requisitions officer at Space Dock but she wants to charge me. I was told by another player that this was supposed to be a free BO. Is Sol the current base to go to or was I supposed to go to a different starbase or is it a bug?

    If it is the same as in my case you will never receive it as it is bugged. Try to avoid collecting BOs as rewards until Cryptic fixes this.
