Make sure you all claim your Grand Nagus free pack in the Promotions Tab. This is potentially the best giveaway to ever happen in this game.

That's Windows being stupid by disabling USB devices to save power. I always turn those options off. There is no need for any of the Windows Power Management functions to ever be enabled. Especially on a gaming PC. Uncheck the box that allows Windows to turn off/disconnect to save power for the keyboard and every other USB device you have connected and the same goes for your ethernet adapter and WiFi adapter.

its silly to have the gaming optimize option selected then when the high demand games drawing on resources to be artificially throttled

That's why I don't use any of those things. I configure my system for maximum performance at all times, regardless of what it is doing. It would be nice if Windows actually had a competitive alternative that offered all of the benefits of running Windows. Linux just doesn't cut it still for gaming. Android probably has the most potential in the long run but it will more than likely never get to the point of being a viable Windows alternative for desktops for gaming, just like Linux never will be.
