Broken Captain Alteration Token

I own the Jem'Hadar Vanguard unlock and have a Captain Alteration Token in my inventory, but when visiting any tailor to change the race, the UI is missing the apply button to complete the change.

I'm having the same issue. I have the Vanguard unlocked. I have tried every tailor and I am having no success. I was prompted to report the bug issue here as part of my ticket. I hope this can be resolved soon.
