Unable to Invite to Team

Others have tried inviting me to a team and get an error message saying player is not accepting requests. However I have the settings set to allow team invites on and I also cannot invite others to a team either. I have two separate accounts and the same happens with both. I even tried inviting random players into a team and they also produce a message saying they are not accepting team invites.

I turned on the Do not accept invites and then changed it back to allow invites and still nothing. This means I cannot promote other players in the fleet as I cannot invite them into a private team. I can still join TFO's without any issues though. Any ideas?
