The Achilles is a full Commander Miracle Worker spec ship, MW abilities and all... but it has no bonus Universal Console slot, making it the only full MW ship in the game without one. Is this intentional, an oversight, or a bug? This ship is missing one of the bonuses that come with its specialization, devaluing it significantly.
Edit: Added the other missing features to the title. A bit absurd for a MW/MW ship to be the only full MW in the game to be missing these. (and it really should have a different secondary spec and swap two science consoles for engineering,.)

Additional Base Subsystem Bonuses
While nearly all Tier 6 Starships come with a total of +20 Subsystem Power these days, Miracle Worker ships will have a total of +30 Subsystem Power spread across all four Subsystems (Weapons, Shield, Engines, Auxiliary)
Improved Sector Space Travel
Advances in Slipstream technology will allow these vessels to travel faster, and for longer, while at Transwarp Speeds in Sector Space.
Universal Console Slot
All Miracle Worker vessels will be fitted with a versatile Console equipment slot which can hold any Engineering, Science, Tactical, or Universal console. This is an additional Console slot, above and beyond the standard allotment for ships of the same Tier.
“Innovation” Ship Mechanic
This innate ability represents the ingenuity and quick-thinking of the Miracle Worker Captain Specialization, and his expert crew, coming up with strange and outside-the-box solutions to combat situations. It will be discussed in greater detail below.

It is now week 2... er, week 3, of Starfleet's Corps of Engineers not only not having fixed the CQSD on the Achilles frame, but also of them pretending like there are no issues whatsoever with its lower than usual power levels.
It's going to get fixed folks. I don't have a time table of when. They know about the issue per the above shot. Adding a console slot where there wasn't one before isn't exactly a small thing. I wish I had a time table for you folks but it will be fixed. Until then, keep things constructive.

1. This isn't about the console slot anymore, we know that got fixed.
2. No, the above shot does not address the other issue, which is that the ship is missing 10 subsystem power, the shot only addresses that the Cyclical Quantum Slipstream Drive is missing, which is fine.
3. I was trying to be funny ("personal log", my in game character has a running gag about her arguing with SFCoE on how starships are built), and only say something once a week, after patch notes. I more than understand not everything can get fixed right away. It isn't that it hasn't been fixed so much as 1/3 of the issues with the ship originally (and 1/2 of the issues remaining) hasn't been addressed at all in the known issues. You're not even talking about the issues that haven't been fixed yet, you're bringing up the one that has. Which, awesome! That 1/3 got fixed. Not what we're even talking about anymore.
There are other issues with the Achilles as well. The torpedo console apparently works even when you are defeated, torpedoes fire from the ship midpoint instead of the torpedo hardpoints, the subsystem power calculations take a full 2-3 seconds longer than normal to compute when entering a space zone, and the Shield subsystem power fluctuates +/- 5 points constantly. This is in addition to the missing bonus subsystem power and the incorrect quantum slipstream type.
I filed a ticket about some of this and was, after two email exchanges with "Game Master Peregrinus", advised to post here rather than continue with my ticket, which was closed.
