When upgrading "Engineering Kit Module - Quick Fix (23c.) the kit module stops working

A GM told me to post here as well:
When I upgrade "Engineering Kit Module - Quick Fix (23c.)" it stops working you can add it your Captain but it won't show up in action bar which make it unusable.

    Have you enabled all the Action Bars to be sure it isn't auto-populating to one that you don't have on-screen?
    Have you pressed "P" to open the list of Powers available to drag it onto your preferred place in the Action Bars?

    Yes I opened all action bars and it wasn't there. And it wasn't in the Power list either.
