Because it's a Starfleet uniform. Romulans have their own Kelvin costume.

When the Kelvin Starfleet Uniforms were added, they also added Kelvin Klingon uniforms, and the Kelvin Timeline Romulan Miner outfit. And honestly that shirt under the longcoat is pretty nice.
But I should also point out at that time we still had the faction walls up on ships as well. It wasn't until the Titan Science Destroyer that the walls started coming down on ships, and even some outfits.

I think they had plans to bring down the faction walls on starships, but the Titan ended up being available to all before they announced anything and they're like "Well... people already got it KDF side so... might as well beta test it with this ship! Have fun all!"

You mean Romulan species or Romulan Faction, as the first sounds like a bug/oversight, while second could be intentional.
