  A thousands times yes. Someone said that it was because of the elite fleet support with the flagships but it doesn't trigger even if you don't have that. So very, very annoying.

  I can confirm it no longer pops at all for me, and I do have the flagship beacon.

  Yes, this bug has been around since they released the Flagship Distress Frequency Transponder.

  I tested without the transponder slotted and had to get down to around 16% hull before I could use Fleet support III.
