Description of Issues:
No Global Cooldown:
The skill lacks a Global Cooldown, allowing it to be instantly reused, especially when triggered by skills like Boimler. This leads to frequent usage, nearly every 10 seconds with other cooldown reductions.
No Shared Cooldown:
There is no shared cooldown for this skill, enabling the simultaneous use of multiple copies without affecting each other's cooldown.
No Standard Counter:
Unlike typical skills that have soft counters such as Eng Team, Sci Team, or Tac Team, this skill lacks a standard counter. Its only counters seem to be limited to abilities like Fresh from RnR or Boost Morale.
No Control Resistance / CtlX:
The hold duration debuff is not affected by Control Resistance or scaled with CtlX, resulting in a full duration.
Example of the Problem:
The absence of a Global Cooldown, shared Cooldown, standard counter, and resistance scaling poses a significant issue in PvP scenarios just like Darmok and Jelad's lack of control resistance scaling causes issues, but even more so. A player could spam multiple copies of the skill, locking an opponents skill tray out indefinitely. Of course no one with integrity would do that, though some are doing it, but it remains extremely broken.
