Autopowers not activating

It seems, after short delay into battle, my auto powers, set to activate upon conditions, will stop auto activation, UNTIL you open the weapon wheel of the appropriate division. Sometimes they still will only activate under manual push.
I HAVE cycled them off, then on again. It happens to all toons on my account.
It seems that a first round of powers will fire off, then after two or three cycles, it just stops auto activating.
It has been like this for about two ish weeks, (near the new advanced consoles update)
