Where do I get the Console – Universal – Tholian Crystalline Interlacer?

It wasn't apart of the Looming Threats reward. At least it wasn't in my box.

    Wish Apon A Star is also useful for doing the "kill captains (ground)" endeavors, you can bag eight or nine of them in one run of the mission on normal (and possibly more on higher settings though I have not done that yet).

    That's always good to know when you have the Hard one pop up.
    Now a LTS and loving it.
    Just because you spend money on this game, it does not entitle you to be a jerk if things don't go your way.
    I have come to the conclusion that I have a memory like Etch-A-Sketch. I shake my head and forget everything. :D

    Killing captains on the ground can also easily be done by solo queuing for Khitomer ground for example.
