I received a changling after the mission and have been unable to turn it in. I've followed the directions but the security officer hasn't showed up. This seems to be a gameplay bug.
If you're Federation or otherwise aligned with them, go to Earth Spacedock and talk to the security officer; they ought to be where they always are, in the area in front of Quinn's office, by the window to the right at a console.
I do not know where the Qo'nos officer is located for Klingon players – someone more experienced than I will have to cover that one – but players of either alignment can also go to Deep Space Nine; the security officer can be located behind Ro Senna's office, past the doors to her right or left. Both the faction security officers will be standing outside the cells.
It will be a duty officer assignment in any case, and can only be acquired by talking to these NPCs.
As far as I can tell, unless any of these NPCs are not appearing where they should be, this is working as intended. Though the tooltip for the Captured Changeling itself might need some clarification; it's been a while since I've even seen it...

The Klingon Security Officer on Q'onos is in the Great Hall to the left when first entering. There's also one in the main room on Ganalda Station. Also, if you have a Fleet Star Base with a Tier III Shipyard they can be found in Tactical.

I know of 2 Episode Missions that award a "Changeling" - 1st is where you have to defeat Lars and catch him after - the second is a simulation on Bajor - The Simulated one on Bajor is not real - but deletes "lars" - you have to turn in the changeling before you do the Bajor Simulation. This Bug is years old - many times reported and no one cares. But we always get more broken stuff with each season Enjoy STO

What Bajor simulation?
I've acquired a Captured Changeling at least three times in this year alone, and at no point have I captured any "Lars", or Laas for that matter. I have, however, captured Gul Kardek on Mirror Bajor, and that is the changeling I have been able to turn in. Laas was capturable in an early version of the mission in which he is fought, but not the current one.
If the OP is playing the game at all the way I had this year, Kardek is the one they have captured.
Which episodes are you referring to? Are they still in the game?
Yes I did a mistake with laars laas lars - avctual it is the kadek thingy that is the changeling to turn in - but if you do the sim on Bajor before you turn him in he is deleted from you inventory. A "real" changeling and a simulated = NO Changeling

Gul Kardek is revealed to be a changeling, and when you defeat him, you can capture him.
A defeated changeling can be turned in to a faction-appropriate Security Officer on:
Deep Space Nine (In the Security Office cells)
Earth Space Dock (Starfleet)
Deep Space K7 (Starfleet)
Starbase 39 Sierra (Starfleet)
Qo'noS (KDF - in the Great Hall, just to the left as you enter.)
Ganalda Station (KDF)
Fleet Starbase (provided it's at the right level and completed the relevant project.
Also, as mentioned previously, the mission "Of Bajor" offers a holodeck simulation of a battle with a changeling, but this changeling is removed from your Inventory when that part of the mission completes.
It will also remove your Defeated Changeling from Jabberwocky if he hasn't been turned in yet.
