  You fly around in the sector map and look for Diplomacy doff assignments, there's some near DS9 for example (though they might not always be active).

  Also under the "Duty Officers" tab, go to "Department Heads", next to "First Officer" click on "Assignments". A list of Diplomacy assignments will appear. After starting the ones you want, go to different sector blocks and do it again and different lists should appear. There are many 20 hour assignments but they only appear in different regions of the map. You can also talk to your other department heads for assignments relevant to their departments (Tactical Officer will have Military Assignments, Engineering Officer will have Engineering assignments...).

  In the Alpha Quadrant, especially around Cardassian/Bajoran space and adjoining sectors like the Trill sector. there are a variety of 20-hour missions named "Escort (insert species) ambassador/envoy to Deep Space Nine." They offer the most Diplomacy experience, a few hundred if I remember correctly, and 1,500+ with a critical success. They're on rotation, so if you already have the current ones running, go back in a few hours and there may well be more of the same kind available. The selection changes every four hours.
  
  I always do the Entertain Foreign Dignitaries as well as it always reappears wherever you happen to be, once it comes off cooldown.

  Another area that seems to have a lot is a path from Sol to around Japori. Working that and the four sectors around Bajor I have been able to get an entire block of nothing but Diplomacy cooking.
