Upgrading the Hirogen Tetryon Blast Rifle

The rifle reward from the mission "Alpha" cannot be upgraded. Apparently this has been a problem since 2014. https://www.arcgames.com/en/forums/startrekonline#/discussion/comment/12099440

Is there any chance at all that this item can be fixed?

If it's been a problem for nearly ten years, I HIGHLY doubt it will be fixed.
