Traits broken again after last week's patch; cannot fix traits

Deep Space Nine space, but has appeared on sector map and in Beta Quadrant

I loaded my game. Checked loadout. Equipment seemed fine, but some personal ground, personal space, and starship traits weren't slotted.
Went to loadouts, saw the note that there were unchanged changes to the loadout. Clicked the saved loadout, expecting all my traits to load correctly.
Back on traits page: nope, some missing traits. And, several starship traits had icons for non-trait items, and mouse-overs for same. For example, my "starship traits" include "Starship Warp Core Potential," the "Accurate" personal space trait, "Player Space Skills - Damage Resists" and "Shield Penetration." Screenshot attached.Two actual traits for my T6X ship were valid, and I can slot/unslot them. However, the four fake-traits I can't make go away. The starship traits sidebar lists only two active traits, and when I select a third I get green text saying "Trait slots are full."
This is a relatively new character (<1 month old). I do not have this issue on another alt that is close to two years old.
