I finally got around to rewatching Disco season 2 and got to the part where Leland whips out this stunningly gorgeous rifle, looked it up and found that it was available in-game for a very, VERY short while (Less than 1 month) but then never came back. Is there any way to get this rifle anymore? Might it be hidden somewhere as a mission reward, or have I possibly overlooked it? Just the sound the thing makes is enough to make me feel things.

I suspect it will eventually show up in Mudd's Market. At a suitably horrifying price in Zen. But only if enough people post about wanting it back.

Yes, it's a nice-looking weapon and the primary fire is nice with it firing at two targets. However, the secondary fire can miss a lot of targets. It fires a continuous beam in a wide arc, but at the firer's elevation. If targets are just above or below you the beam will do nothing to them.
I'll stick with the portable phaser cannon. one shotting nukara tholians and Sphere voth is a very good thing
Personally I prefer multi-target weapons like the special split beam rifle from the lobi store.
Not much point in dealing thousands of damage against an enemy with only like 600 HP when you could just as well kill that same enemy with another weapon's primary fire mode - and regularly kill three times as many enemies with its secondary.
