Cant find beach ware at the tailor after purchase (PS4)

in PS4 Gameplay Bug Reports
My friend bought the Sling Halter on Risa, for some reason its not appearing on the tailor. theres no option in anything on the list and even off duty is not there when making a new outfit

    Check your inventory and see if it’s boxed.

    "Beachwear" is an option from the selected list of costume options when you edit costume slot 2 or higher.
    Costume slot 1 is always "Unifrom" so beachwear will never show up there.
