Cannot use DOFF

In orbit at Earth Space Dock, I am trying to put a duty officer into active duty, but I am being told;

"You cannot equip more than 1 items of that category"

So I removed all my duty officers and tried again, exact same message...

    Do you have fabrication Engineers in your Active Ground doff slots?

    I do, I have 1, but I don't see what that has to do with active space doffs, surely space and ground are different or should be as they can't be used at the same time, I can't be in space and on the ground at the same time.

    At this time doff restrictions are shared between active ground and active space. I'll ask to see if this is intentional soon as a normal work day starts.
