The ship has been allocated all Vesta parts in this instance. I have not checked the other hull configurations.
This is the tractor beam emitter position when used in story/mission events:

Players have commented on other ships (Legendary Miranda, Legendary Kelvin Constitution, etc) that have similar hardpoint issues that have never been fixed since their launch dates (1-6+ years ago).
