Is Nanopulse Plasma Torpedo Spread missing Damage?

I've been using the Nanopulse Plasma Torp a lot ever since it came out.
Recently I felt like it was dealing far too little dmg.
Especially under Spread.
So this is what I found in the "Available Skills" menu:
It is entirely missing the Energy dmg component, and the normally guaranteed Plasma Burn is suddenly a lot weaker, a chance, and ONLY shows up on Spread 1.
This has to be a bug, right?
Or is it just a display issue?
