So, after finding out earlier tonight that a STO streamer/content creator has passed away, and now standing together with a group of people in DS9 doing the Hold torch emote by the memorial on the upper floor (and getting hit by NPC's on a regular basis).
It's hit me that we really don't have a good place for holding memorials in game that are not limited by faction. While yes, we do have several places, but most of them are not cross faction which doesn't help when both Fed and KDF want to gather together to remember someone. What we need is a non faction specific general memorial in a social zone that is cross faction.
At this present time we only have DS9 where we get knocked around by NPC's all the time (I've seriously lost count on how many times I've had to reapply the holdtorch command even though I'm standing on top of the handrail), and the in-game music of DS9 is just not suitable when you want to honor someone who's no longer with us, regardless of who the person is and their relation to the game or franchise, the memorial on DS9 also has the Federation logo on it which just doesn't cover it all in this day and time where we have the Khitomer Alliance.
My suggestion is to add a memorial in a more peaceful social zone, like for example on Bajor by the fountains, or on the social zone map of Defera. The optimal would of course be to have a Khitomer social zone, and make an area there with a memorial and pretty scenery where people can just gather to honor someone. As for the design of the memorial, using the Khitomer Alliance logo would be suitable and just simply the text "In memory of those who are no longer with us" and maybe a bit of water around the base of the logo or turn it into a fountain, something that is just generic and covers everyone regardless of it being a fallen player, or someone involved with the game or Star Trek series or movies. No NPC's around, at least not NPC's that are moving around. If having NPC's in the area, make them just sit or stand peacefully as if they too are just remembering someone, just so they don't bump into people who are trying to hold a memorial for someone. Sound wise just have some peaceful ambiance from nature, or the New Romulus theme playing in the area. Just a peaceful area for people to gather and honor and remember, regardless of what faction they play and who has passed.
Something that would be really pretty and peaceful would be to use a terrace like the one on New Romulus Command center, but in a place where everyone can go freely. Again, a Khitomer social zone would be both appropriate and appreciated, and fit very well with where the game is today with the Khitomer Alliance, cross faction flying and everything.
What we have today just simply feels insufficient and we shouldn't have to mute the in-game sounds because of some cheerful music being played in the one instance where we can gather cross faction to remember someone.
Please, please please gives us a general, time appropriate, all inclusive memorial where everyone regardless of faction can gather together, in a peaceful area where we don't get knocked around by NPC's or have to mute game sounds!
An interesting idea. What you are suggesting is basically "The Captain's Table" but accessible to everyone. Well, since no one uses The Captain's Table, they may as well either make something like you suggest or just re-purpose the existing unused space... all they would need to do is expand it a bit (maybe add an 'auditorium') for the expected crowds.
There is the area around the Spock statue on New Romulus (accessible to all, no real NPC activity). (if I recall, the statue was placed there after complaints from KDF players that the one on Vulcan was inaccessible.)
