Holo-Marshal Janeway has a level restriction?

I attempted to add the Marshal to an expressly-made mirror universe character (yes, I bought it out; I just had a major medical procedure and I'm treating myself, lol); the character's level 5, granted, but that's about when we get the veteran rewards (among other things), and I skipped the tutorial and did the whole doodah at Starfleet Academy before setting out. Is the Marshal maxxed, and that's why I can't use her in the single-digit levels?

    If you created a Discovery/TOS-era character, you likely won't be able to use her til you have a story-based 'fatality'...

    It's not, it's a mainstream Starfleet character, unjoined Trill.
