Error Creating Training Manual from BOFF Candidate

Anyone seen this error before?
I got this yesterday and it won't go away and no workaround that I am aware of.

    I've been seeing the same issue too across multiple captains since the last patch.

    Same here. Simply discarding the candidates still works, but that's hardly what we want. :s

    Strange I didn't see this one yesterday either, so I created a different one. Yet now I know how people are getting the option to create manuals that fail, because I tried from within Stations which just has Create Manual greyed out. I never tried it from a Bridge Officer still in inventory.
